Narindar Khabra
Founder and President
With decades in the IT industry in engineering, operational, management and business leadership roles, Narindar has an intuitive understanding of industry trends and market directions. He is a strategic thinker and strong leader who values service excellence based on continuing improvement and business renewal.
Narindar holds a Masters Degree in Electrical Engineering from the University of Ottawa and B. Sc. (Honors Electrical Engineering) from the University of London, England. Following a diversified engineering career in the private and public sector, Narindar has been successfully involved in the creation, development, and operations of consulting businesses since the 1990’s. Narindar has guided the company through the ups and downs of the market armed with exceptional business acumen and financial management skills.
Mirelle Gélinas
Vice President
Following a long career in the human relations field, Mirelle actively participated in the creation and development of IBISKA’s business model and played a key role in the company start-up and consistent growth since 1995. She is dedicated to continuous improvement in areas such as finance, human resources, proposal development, service delivery, corporate governance, and communication. Through the years, she led successful proposal development efforts that secured major contracts for IBISKA.
Mirelle is a strong believer in the principle of “giving back” to our community. She consistently supports our employee’s involvement in community fund-raising initiatives and community program awareness or volunteering efforts.

Brian Ahopelto
Director, Business Development – Cyber/IT Security & Infrastructure
With nearly 20 years in the IT consulting field, Brian has built a career focused on developing strong, long-term client relationships grounded in trust, transparency, and a deep understanding of technical and operational requirements. He works closely with clients and consultants to ensure alignment with business objectives and to consistently deliver results in evolving environments.
Brian has been pivotal in establishing the firm’s Cyber Security practice supporting growth from an emerging capability into a core service offering. His market awareness contributes to the successful delivery of specialized resources across a range of federal and enterprise initiatives.
Jessica Crawford
Director, Account and Resource Management
As a trusted and experienced leader with over 10 years experience, Jessica acts as the bridge between the Business Development and Resource Management teams for our federal government clients. She is hands‑on in the day‑to‑day operations of IBISKA including managing processes and staffing, analyzing RFPs, breaking down SOWs and grids, as well as sourcing qualified consultants.
As head of Account and Resource Management, she is passionate about building efficient and effective processes, supporting IBISKA’s internal teams, and helping the company scale sustainably within the Government of Canada market while delivering reliable, top‑notch talent to clients.
David Hale
Senior Director, Business Development and Quality Assurance
A key contributor to IBISKA’s business success since 2007, David focuses primarily on federal government RFP analysis and proposal response development. From his initial role as technical proposal writer, he quickly progressed to the management of a proposal writing team where he led the development of proposals that secured strategic contracts for IBISKA.
Currently, David’s role of Senior Director effectively leverages his expertise in conducting business with the Government of Canada and his dedication to quality. David is highly valued by our teams, with colleagues describing him as a driving force behind our success.
Trevor Mahoney
Senior Director, Business Development – Applications and Data
With 20+ years in the IT consulting business, Trevor acquired expertise in supporting Government of Canada clients on complex application and data initiatives. and building strong relationships with clients and partners.
Throughout his career, Trevor has been trusted with large, long running government engagements, managing large delivery teams across multiple departments and contracts. He is often involved where work is complex, helping define requirements clearly, align the right people to the work, to ensure that client projects are moving forward as expected. Trevor’s people-focused leadership makes him a reliable team member in challenging situations.
Céline Roy
Senior Director, Proposals and Service Delivery
Celine has been a major contributor to IBISKA’s growth and success over the past 20+ years. She has acquired broad business knowledge and strong leadership skills through various positions at IBISKA, with a focus on Government of Canada RFP process with subject matter expertise in the Cyber and IT security domain.
Celine currently plays a key role in strategic proposal initiatives and business growth efforts. She leads a dynamic proposal team in the development of complex proposal responses and service fulfillment efforts across IBISKA’s business lines. Celine brings strong commitment to excellence, collaboration, and client-focused delivery.

Carly Abrames (Oakman)
Manager, Finance and Contracts
Over the past 6 years, Carly played a central role in the continuous improvement of the Finance and Administration team. She is a passionate and organized administrative professional with multi-faceted expertise in contract management, accounting, payroll, and team workload management. She has led and participated in various projects to improve procedures, develop new tools, and streamline processes for her team.
Currently, she oversees IBISKA’s AR, AP and contract management functions and shares responsibilities with a colleague for human resource and payroll management. Carly recently earned a designation as Payroll Compliance Professional (PCP) from the National Payroll Institute.
Amanda Hindriksen
Senior Manager, Finance and Administration / ACSO
Amanda brings a wealth of knowledge and experience to the Finance and Administration team across all the team’s functions. She contributes expertise in key business areas such as security clearance administration as Alternate Company Security Officer (ACSO), contract administration, office management and payroll/HR. She recently earned a designation as a certified Payroll Compliance Professional (PCP) from the National Payroll Institute (NPI).
In her current position, Amanda leads a team of dedicated, passionate administrative professionals, encouraging them to explore innovative ways in which they can best serve IBISKA’s clients, consultants and employees, strengthening IBISKA’s commitment to service excellence.
Meghan Joslin
Lead Proposal Coordinator
Meghan is a results-driven proposal and operations professional with extensive experience managing bid coordination, RFP submissions, CRM administration, and process improvement initiatives. Skilled in overseeing proposal lifecycles, ensuring compliance, standardizing procedures, and supporting ISO standards.
Experienced in team training, developing process documentation, and administering our CRM to automate workflows, enhance reporting, and improve operational efficiency. Recognized for strong organizational skills, attention to detail, and the ability to manage multiple priorities in fast-paced environments.
Elyse Leckey
Lead Proposal Writer
Elyse has been with IBISKA for over 13 years as part of the crew building IBISKA’s famous proposal writing method. Coming from a literature background, Elyse is skilled at content analysis and wordcraft. Her expertise in technical writing includes cybersecurity, network/systems architecture, and business analysis / project management.
Kim Lopshire-Fitton
Lead Proposal Writer
Kim is a seasoned writer and has been part of the IBISKA Proposals Team since 2016. While she brings a variety of expertise to the table, including team coordination, coaching, and process documentation, she specializes in synthesizing consultants’ technical expertise to create compelling proposal responses. She also manages several of IBISKA’s large Task-Based contracts and excels at delivering quality documentation, ensuring our consultants can focus on their roles and leave the paperwork to us.
Michael Shaw
Proposal Manager
Working with IBISKA over the past 4+ year, Michael is a key contributor to the Proposal Response Team. He manages and leads a small team of proposal writers in RFP response development and in support of service delivery under IBISKA’s contracts.
